If it makes you feel any better, I found the Illinois ID-getting process to be wicked fast for that level of nonsense. They made me take the written test, but I'm pretty sure I still would have gotten a perfect if I wore a blindfold.

Honestly, when someone last stole my wallet (out of my bag at a coffee shop I believe, without my realizing it at the time), it never occurred to me call the police. I'd be shocked if it did anything for you personally, though it might be useful information for them so they know about what crime is going on.

I mean, the cash is long gone, the wallet probably trashed (if not there's always a slim chance someone will find it and drop it in a mailbox, but for that to work, it needs to have your current address in it, and it sounds like it doesn't), and the only thing to do is call your card company/ies, which it sounds like you did, and they shouldn't need a police report. Sorry man. It's a huge pain in the ass.

If your passport gets stolen in the UK, you need to report it to the police and then they give you written confirmation that it has been reported stolen. You need this written confirmation from the police in order to get a new passport. I wouldn't be surprised if something similar applied with regard to getting new ID in the US.

If you lose your passport maybe, but not your state ID (and most of us carry around just the state ID, not passports). State IDs you generally can replace just by telling them you lost it and paying a fee for a new one, at least where I've lived.
