ND has never been able to figure out how Catholic it wants to be. Hesburgh and (especially) Malloy did a ton of work to make ND an actual modern university, but yeah, Jenkins is the Benedict to Malloy's JP2, if you will.

I am definitely going to go ahead and resist the urge to read the ND/SMC Observer's take on this one

That, is the 10 million dollar question. WHO, is it? Some theories believe it's the Banksters. There is some truth to that. Not necessarily the CEO's of these massive "too big to fails", but the hidden owners. Just check out who owns stock in the "Federal Reserve". The only thing "Federal" about it is in the name. Deliberately chosen to fool the people.
Some, believe the Roman Church is behind it.
