Not trying to make excuses for my adopted country here, but the decision to grant the guy asylum would have had to be made by Britain here, because that's where he entered the EU (or a country that is considered "safe") in the first place. Due to a completely fucked-up paragraph on European level, a person's right to asylum always has to be determined in the first country considered "safe" (which, for most EU countries, are all surrounding countries, anyway), so if you move on from one such "safe" country to another, your appeal will automatically be rejected there on the grounds that you would have to apply in the first country. Which is how a lot of people who had every reason to flee from their countries are being rejected on the grounds that they traveled through some other place at some point in the course of their journey, incidentally.

Again, not trying to make excuses (after all, the Netherlands were more than happy to sign those contracts and laws, and to implement them even in cases as outrageous as this), on the contrary: It's fucked up on a much larger scale, because the whole European asylum and immigration policy is laid out like that.

The guy with the Bill Clinton hit on my date thing was a guy I met this weekend.  One of his bands was playing at a private function for Bill 2 or 3 weeks after the lewinsky thing.  He expected bill to be low-key and reserved with all that was going on but he was definitely the life of the party and fairly interested in every woman in the room.
